Bibi Netanyahu and Tzipi Livni need to woo Yvette Lieberman

In Israel, winning an election is only half the battle. Whoever emerges as Prime Minister on Tuesday faces weeks of horse-trading to form a workable coalition under the proportional representation system.

Or to put it another way, Bibi and Tzipi have to decide if they want to be friends with Yvette.

According to the polls, Binyamin “Bibi” Netanyahu is set for a narrow victory. He has promised to form a unity government but if the far-right Yisrael Beiteinu party does well he will probably have to offer its leader, “Yvette” Lieberman, a senior post. This will jar with the centre-right Kadima party, annoy the religious parties and horrify many in Labour.

Mr Netanyahu is wary of Mr Lieberman, whose extremist remarks about Arabs could make life difficult with the Obama team.

If he shuns Mr Lieberman, life gets no easier. Bringing in Labour and Kadima could be problematic, as the leaders of the two parties, Ehud Barak and Tzipi Livni, are known for their personal animosity. Ms Livni has also proposed dividing Jerusalem to help a peace deal with the Palestinians. To Mr Netanyahu this is anathema.

If Ms Livni nicks it her task will be just as hard. She would have to bring in Labour and other leftist parties and then decide between Likud or Yisrael Beiteinu – which for her is something of a Hobson’s choice.

There is another option: a tie between Bibi and Tzipi. Ms Livni then persuades President Peres – whose job it is to ask someone to form a government – that she and Mr Lieberman can work together. Labour and the Left swallow their objections because this keeps Mr Netanyahu out.

It is worth noting that Mr Lieberman has worked with centrist governments before: he was once Mr Netanyahu’s chief of staff and a minister in the outgoing Government before resigning over peace talks with the Palestinian Authority.
